The Somerset County market

In a twelve-month window there may be very few genuinely comparable sales. The analysis has to reach further — in time or in distance — and then say which.
Land is the first thing to get wrong on those parcels. Beyond the acreage a buyer will actually use, additional land contributes at a declining rate — the tenth acre is not worth what the first was.
Equestrian improvements are the second. Barns, arenas and paddock systems are expensive to build and rarely return their cost, and what they contribute depends on whether buyers in that specific market are paying for them.
Farmland assessment complicates the tax picture on those properties without changing market value, and the two get confused regularly.
The eastern and southern county is more ordinary. Warren and Watchung are hillside markets where view is a real adjustment; Hillsborough, Branchburg and Montgomery are conventional suburban stock with enough sales to support a straightforward grid.
Appealing a Somerset County assessment
Appeals are filed with the Somerset County Board of Taxation. The filing deadline is April 1, moving to May 1 in any municipality that implemented a revaluation or reassessment for the tax year.
The appraisal supporting the appeal needs an effective date of October 1 of the pre-tax year — not today's date — and the board applies the Chapter 123 Common Level Range, which can mean no reduction even where the property is worth less than its assessment.
